Guetto

Guetto. En principio esta palabra veneciana designaba las fundiciones de hierro en las áreas reservadas a los judíos hasta que fueron derivando en lo que representan hoy en día: un barrio marginal en el que se agrupan minorías étnicas.
En los años noventa, la situación en los barrios marginales de Los Ángeles es desesperada. Frente al 15% de los jóvenes blancos que sufren el paro, los negros de la misma edad padecen hasta un 38% de paro. En el Guetto surgen enfermedades que se creían erradicadas hace tiempo de los países occidentales. La droga es el negocio que permite la supervivencia a gran parte de la población, pero que la mata al mismo tiempo. La misma estructura de las ciudades americanas, con núcleos separados físicamente, hace imposible que estas personas salgan del guetto si no tienen coche, concentrando la pobreza en un mismo sitio. Un barrio así es un polvorín.
El 3 de marzo de 1991, Rodney King, un chaval, se salta un semáforo en rojo a gran velocidad. La policía lo detiene, y lo apalea brutalmente con las porras. No hay por qué extrañarse de esto ya que es algo habitual, pero un pequeño detalle escapa a "las fuerzas del orden": alguien, sin que ellos lo sepan, les está grabando. Rodney King acaba en el hospital del que saldrá durante varias semanas recuperándose de sus heridas, y los policías irán a juicio, en el cual el jurado estima en 1992, que los policían no son responsables de ningún delito. Ni siquiera de exceso de celo. Nada.


El guetto, en el que viven 80 000 pandilleros, explota. Los Bloods y los Crips (dos bandas de Los Ángeles que más tarde marcarían el estilo Gangsta de los raperos más famosos) declaran una tregua entre sí, pues ahora tienen un objetivo más claro: destrozar, saquear, reventar, matar. Murieron en torno a las 50-60 personas. Fueron heridas 2000 personas. Los daños estimados están entre los 800 millones de dólares y el billón de dólares. Se declararon 3600 incendios que destruyeron 1100 edificios. ¿Qué hizo el presidente George Bush (padre del actual)? Nada: mandar tropas.

Hoy en día la situación está incluso peor. Pero los guettos no se limitan a EEUU. Hay guettos en Francia, España, Gran Bretaña... A finales del año pasado fueron los guettos franceses los que saltaron por las mismas razones: violencia policial y marginación. ¿Y cuales son nuestras respuestas como sociedad democrática y civilizada? Endurecer las leyes. Marginarlos aún más. De hecho, la semana pasada volvieron a arder coches en París. Y dicen que habrá una tercera vez, mucho mayor y más violenta. La diferencia es que en Europa los barrios son porosos: si la violencia quiere escapar de allí, lo hará, y la prueba es que los coches también ardieron en el centro de París.

It doesn't have to happen that way.

This things allways chock me. Can't help wondering where are the parents of these children. The parents of these chidren are nowhere to be found, nor were they ever or will ever be. And these children will most likely to became parents themselfs. Some children will nerver really grow up, they will develop a basic and rigid fixation point from wich they will malfunction for the rest of their lives. Some children will never be allowed to grow up. And some children will most certain die inside before they reach their school years.

It doesn't have to happen that way.

The State could work on preventing this. Someone should be there when family fails.

Some of the children though will grow up surprinsingly well strutured, so there will always be luky ones too.

The State could protect them. Sometimes families are just not enough.

(commenting directly your post now) I've seen this film alltogether more than once. And it reminded me of something... (not sure this expression exists in english, so translate it literaly) extreme right. Last night, I saw a report about it; ended up with a growup skinhead saying: "If the state get's to permessive, I won't let happen here [in Portugal] what happened in France." He had a big gun (and legal too!!) on his hands. (He talk like the big brother of the main caracther of "Forbiden America" before going to jail.) I saw nothing but a little child in him, in his posture, in his words.

And it doesn't have to happen that way.

Parents cannot take care of their children, usually they are too occupied trying to get monney for food. Usually they get two jobs that takes their whole day, just for some dollars so their main problem is not their children, that they throw out to the streets just to get rid of them, or to make them learn to earn some dollars too and help. It´s a vicious circle.

Los padres no pueden ocuparse de sus hijos porque normalmente están pluriempleados o invirtiendo su tiempo en conseguir dinero. Sus hijos no son una prioridad, son una molestia actualmente, pero una inversión a largo plazo, así que los mandan a la calle a buscar dinero para ayudar o a no molestar sencillamente. Es un circulo vicioso.

In the words of one of my teachers: «The disrupted and antisocial behavior in adolescence is only preventable in childwood.» (the earlier, the better.) And for that to happen, parents need to be educated and raised them selfs.

It doesn't need to be a vicious cicle. Children are an amazing font of life and it's suprising the things they can endure if gaved the proper chance. Screwed up parents don't always raise screwed up kids (even though it might help, because childwood is a critical period).

As for the being at work all the time so there's enough money for food, it's really no excuse to let eight year olds wonder the streets. Those parents are not desperate, they're simply not parents. How else could we explain the people that work all the time but still are aware of their children and are very capable of thinking with them and protecting them mentaly?
